Windows Event Viewer will not load: Error 4201

Error 4201 is triggered by changing windows permissions incorrectly.
The solution is turn "UAC" or known as "User Account Control" back on as you may or may not have disabled this feature previously.

This problem may also relate to your permission settings on a particular folder on some systems.

If the above did not work go to c:\windows\system32\logfiles\wmi\ then right click on rtbackup and change the permissions or add permissions for local service on the folder and try to apply the local service permission on the files in rtbackup. PS: Do this in safe mode then reboot.
