I wrote an application that will run and use a runas api call. I am getting an error 1314 because administrator does not have "Act as part of the operating system" permission.
I am trying to find where in NT 4 sp6 do I set this security policy. It is set on my domain controller (Win 2000). Any ideas?

answer!!!!
User manager - policies, user rights, ticked the show advanced user rights box. The act as part of operating system right should then be in drop down box, and you can add user or group to it.

That sounds good to me, but why did you post a question and then answer it yourself?

It's nice for users to post there answers if they had a problem and managed to resolve it later on ;o) saves time for someone else lol
