I know that a lot of modern mobile phones have internet connections, and bluetooth. Can you run a laptop that also has bluetooth, can you have it online using the internet connection on the phone?

Yes, you can. My friend is using her phone to connect to the internet through bluetooth. But it is not as fast as other means of connecting to the internet.

She bought a separate SIM card from the telephone company that offers internet using the cellphone. She can then use her laptop through her phone to connect to the internet.

How would set this up? Would they come with software to help you do this-is there a driver that pretty much takes care of it or do you end up having to mess with network settings and stuff?

I think what my friend did is to make sure that the laptop and the cellphone can connect to each other. If both bluetooth of the laptop and cellphone is on then they can connect to each other without any internet. Then she would configure the laptop to connect to the internet using the cellphone because the laptop is already connected to it. I guess she asked the telephone company where she bought the internet sim card on how to use the internet through her laptop.

Just a forewarning; I've heard that connecting this way (thethering by bluetooth to then use the phone as a modem and get online) sucks battery life like you wouldn't believe. It's possible, but I'd recommend plugging the phone in to a power source.

That is correct ImaPC. I forgot to mention that because the phone is also using power while the internet is being used by the laptop. And also, make sure that you have password on your cellphone because when there are other laptops nearby, they can get some of your files because the bluetooth is on.

That's a good point, but it still means that you can use it well say, in a hotel room or somewhere else that you can be plugged in all the time. I travel and sometimes am left without a way to connect.
