I'm a web designer who is still learning and I wanted to know if it would be a good idea to provide services just to build my portfolio? I saw a person on another website offering his services for free so that he could build his portfolio. Should I do that too?

Yes this sounds good as you need to some how create graphics for other users or show people what sort of graphics you can produce for them on there website. The more eye catchy the graphics the better and it makes you look better over the next web designer. A portfolio is recommended to get your web designing business off the ground. If you want to try and design a forum header for these forums feel free ;), if you do a good job and I use it, I will add a link to your website at the bottom of the forums in the copyright location. Just an offer for you. Free is a good idea to start off but I recommend you try to hit busy websites as you stand more chance to get people visiting your website in return.

It should show off your design skills. So it needs to give a quick overview of various projects you have done and want to show off, while providing access to more details about them, and looking attractive.

It would a good way to build up your portfolio and gain creditability. You would be able to showcase to potential clients what you have done, and what you are capable of. In the meanwhile, it would also expose you to the different types of needs and requirements of clients. For a web designer, a portfolio is key to success. People need to see what you can do before they can trust you with their money.

Well, what you could do is offer your services to people for a ridiculously small fee or with a somewhat cheap fee but with the option of not having to pay at all if they don't like what they get. This way, people will be encouraged to try your services. You get your portfolio item and they get, or not, their website for funny cheap amount of money.
